I bought TR5 w/ level editor for £6 just for the editor (I have TR5 on PS) a couple of years ago for Windows 98. It worked fine.
I've since then got a new PC with XP on it and I can't get the installer to work - I double click on it, put the CD in, explore and click on Setup.exe, none of them work - the "egg-timer" cursor appears for a few seconds and nothing happens.
I went on the Eidos website but got a seemingly badly translated help topic that went like "If you have an Eidos product or Tomb Raider Level Editor on Windows XP that is compatible and problems you have a problem of no problem."
Does anyone have TRLE on XP?

It seems you CD is corrupted as I just installed UK release of TRLE on my WinXP system without any problems. If you can't run setup.exe file, most probably your copy is damaged. The level editor is normally working fine with XP. I never had any problems installing or running it.
(Except for longer loading times - there's a patch for that.
And a pheonmenon, that appears when using the room editor where the main window won't stop spinning in 3D view, which is acutally a problem with faster processors not XP itself - there is a tiny program to fix that as well.)
Can you try if the disc is still ok? Do you have an older system where you could try it? There is a tiny possibility that your system configuration can't handle the LE, in that case you should try to update your XP.

EDIT: Right, no it doesn't. I have it installed, I can get on the editor etc. etc. but when I play any level the loading bar gets up to about 85% and then freezes there.

if you have antivirus scan the cd or the programme or you could look at your task manger by pressing ctrl alt and delete or run the systm clean up it might be your data. my one works fine expect when you press the x button at the top to close the programe and before i use it i have to turn off my pc and turn it on again with my laptop

try changing compatibility of the main *exe file
Right click on it and choose "properties" than "compatibility" and try running this program in mode for win 98
